Sun in Scorpio on 16th November, 2013-In Parivartana/ Exchange with Mars and Out of Debilitation

The Vedic Sun moves out of its debilitation in Libra/ Tulā Rāśi/ Tula Rashi and into Scorpio/ Vṛṣcika Rāśi/ Vrishchika Rashi which is a friendly, fire sign/ Agni Tattwa Rashi ruled by Mars. Happy New Year in Vedic Astrology/Jyotiṣa stands on much the same footing as Happy Birthday does.
